GNU Taler founds a German company and will ask BaFin for an e-money licence

The original plan to use GLS Bank as issuer fell through in January 2026, so Taler Operations AG is being formed in Bochum to apply itself.

In brief

Taler is treated as electronic money, so the issuer needs a bank license or a dedicated EMI license. Investors must be able to put in at least €50,000, and operations start only after BaFin approves.

The protocol and reference implementation stay free software; the company runs the service.

From a bank partner to its own licence

Taler's update says Taler Operations AG, a German stock corporation in formation and a subsidiary of Taler Systems SA in Luxembourg, will operate GNU Taler in euros, first in Germany and later across the euro zone. GLS Bank decided in January 2026 not to take the issuer role, for reasons it describes as unrelated to Taler, and stays in a supporting role. The company must raise capital to meet own-funds rules and BaFin's expectations on business plan, staffing, compliance and IT security. No launch date is set.

What privacy is on offer

A commenter summarised the design as asymmetric:

"Neither buyer nor seller are anonymous. Your bank knows your ID-verified identity and that you have deposited X talers. However, nobody knows when, where, or even if you spend those talers." — a commenter summarising Taler's privacy model

On the competitive side:

"So this is trying to compete against Wero, which is being backed by most major western European banks?" — a commenter weighing Taler against Wero

Another expects KYC to choke it as it did crypto. For a merchant deciding whether to wait: nothing can be accepted in euros until the licence exists.
